It appears that the transfer options have changed, it looks like you can't get the cash and use it anyway way you want. It was nice in the past to be able to have the cash right away using direct deposit and use it however you wanted.
1.99% with a 3% transfer fee is not bad deal if you desperately need to reduce your credit card balance rate. If your card is charging you 23% interest on a 8,000 dollar balance, this deal might come in handy for you.

We got the same deal from Citibank and are actually going to take them up on their offer because we know we can get it paid off during that time.
